The capacity to attract migratory flows – transitory and definitive – is an element characterizing every urban centre and, generally, a sign of its vitality. The population movement belongs to a variety of persons differentiated between them (merchants, pilgrims, soldiers, workers, servants, artists, craftsmen, tourists, vagabonds, students, ecclesiastics) who need to be settled, who carry a need of rights, of social ascents, social relationships, differentiated services.
The city always put itself in a cooperative behaviour in the filed of the reception, organising new rules and organizational structures based on its most important characteristics (economic situation, presence of a dock, of an industrial or commercial centre, of a tourist attraction, of a military structure) and to the different political, economical and cultural situations. The creation of organizations and of relational systems in the reception field is an action carried out either by lay and religious organizations or by private groups and associations.
For the city the reception actions are a development factor either for the economic activities connected to the hospitality (inns, hotels) or for the production of new manpower, of qualified professional capacity, of new knowledge, but at the same time a risk factor for problems connected to the security, to the excess of manpower and of competition, to the difficulty of the integration process, to the birth of control method, of discrimination and of segregation.
For its potential elements of contradiction, the reception is also a field of discussion and of conflicts, of a differentiation of solidarity actions and of the charity, this means racism.
Starting from these potential conflicts, from the problems connected to the entrance and to the integration, and to the needs of identity based on territorial, cultural, religious and political aspects, new systems are born and grow – in the urban area and between the city and the countryside.

Managing a big chronological period (from the middle ages to nowadays), the topic of the session includes also the mass tourism in the contemporary years.
